Bristol City Council is contemplating the establishment of a standalone housing department following a critical review of its current housing services. Interim Chief Executive Paul Martin expressed concerns that the existing structure is inadequate for delivering the quality of service tenants deserve. An independent review by housing consultant Michael Scorer recommended the creation of an executive director of housing role to enhance operational and strategic oversight. Bristol City Council’s housing services have been under scrutiny since receiving a C3 grade for consumer standards due to serious failings, including approximately 3,000 outstanding remedial fire actions. Additionally, the council faces significant financial challenges, with newly elected leader Tony Dyer warning of potential bankruptcy. The council owns over 26,000 rented homes and nearly 2,000 leased homes. The council is considering the feedback from the review and has emphasised that any final decisions are yet to be made regarding its senior leadership structure for housing services.
